There’s several — the top of the lot are Thinkhost and Hostpapa. Both have great affordable plans, and both fund environmental initiatives like tree-planting, awareness campaigns etc.

From the services I’ve been with in my free-hosting days, the best that I could have thought of were ulmb.com and tyreus.com. Neither of these hosts advertises extensively but both are extremely professional with minimum-none downtimes.
But once you outgrow a free-hosting account, it might be a good idea to start looking for shared hosts.

If your current internet provider is Earthlink, AOL, SBC Global and others which provide a homepage; you can easily FTP your own webpage designs as a new homepage. And using a redirection service such as mydomain.com or the forwarding of a parked domain name at godaddy.com, you can easily “mask” the homepage URL with a proper domain name. So in a sense, you have a working ecommerce website disguised as a homepage while still paying your normal monthly Internet provider’s access and hosting fee of the homepage.
